Initial Public Offering and International Regulatory Filings
NSAI is often chosen to prepare expert reports in accordance with international reporting standards to be filed with the proper regulatory authorities. The key steps in the production of a Competent Person’s Report (CPR) are typically very similar to other reports we produce: gather all available technical data; perform a ground-up technical evaluation of the assets (geological, petrophysical, engineering); estimate volumes in accordance with the relevant definitions and guidelines; analyze operating, capital, and abandonment expense data and integrate these data into an economic model; and generate cash flow estimates from a set date forward. Beyond these fundamental elements, various regulators may have additional requirements that should be included in the report, such as tables that break out the historical performance and/or future estimates into different subcategories or additional sensitivity analyses on commodity prices or asset performance parameters. A CPR often also includes a detailed technical discussion with a description of the assets (location, regional/basin geology, license and partnership status, etc.) as well as a description of our evaluation methodology, the development and abandonment plans, economic and contractual parameters, and pertinent maps or other figures.
We strive to use all available data along with the client’s in-depth working knowledge of the assets in developing our estimates and creating a comprehensive, technically sound report. The purpose of a CPR is to present all relevant information and cover all material issues in a clear and concise manner so that potential investors and stakeholders can fully understand the reported estimates of reserves/resources and make informed decisions.
